Ustanovitev in razvoj mreže rezidenc v Jugovzhodni Evropi in Konferenca NORSE

Med 7. in 10. aprilom 2019 smo organizirali in vodili mednarodno konferenco NORSE (Network of Residencies in South-East Europe), na kateri se je zbralo 60 predstavnikov mestnih občin, umetnikov, teoretikov in producentov z namenom ustanovitve mreže rezidenc na področju sodobnih uprizoritvenih umetnosti.
Konferenca je funkcionirala kot platforma za medsebojno spoznavanje, poglabljanje obstoječih in ustvarjanje novih vezi, mapiranje obstoječih resursov ter njihovo povezovanje v smiselno programsko celoto.

Rezultat konference je bil izrazit interes vseh udeležencev za nadaljnje sodelovanje in tesnejše povezovanje v bodočo mrežo. Skupni strateški načrt zajema mrežno povezovanje obstoječih struktur in programov ter vključevanje bodočih infrastruktur v skupno celoto. Udeleženci konference so ljubljanske partnerje prepoznali kot iniciatorje teh in prihodnjih procesov ter kot točko mednarodne koordinacije, medtem ko mednarodna mreža Nomad Dance Academy ponuja svoje dolgoletne izkušnje na področju mreženja, izmenjave programov in širokega nabora kontaktov.

Decembra 2019 je NDA mreža v Skopju organizirala manjšo konferenco Rethinking the Idea of Art Residency, kjer se je skupina strokovnjakov poglobila v konceptualne okvire umetniških rezidenc ter potrebe tako umetnikov kot institucij. Idejo novih tipov rezidenc so pretresli iz različnih perspektiv: umetniške, ekološke, ekonomske in politične. Pričakujemo, da bodo rezultati te konference naravno vključeni v obstoječe procese vzpostavljanja mreže.
Za leto 2020 smo načrtovali serijo sestankov, tako v večjih skupinah kot bilateralno, ki bi omogočili bolj poglobljeno spoznavanje med akterji, njihovo sodelovanje, skupno načrtovanje programov in skupne prijave. Prednost smo dali Evropskim prestolnicam kulture Reka 2021 in Novi Sad 2022.

Načrtovani dogodki:
 – večji mednarodni sestanek šestih partnerjev v Ljubljani, april 2020;
 – obisk šestih partnerjev na Reki, maj 2020;
 – medsebojni obiski med Ljubljano in drugimi partnerji;
 – priprava pisnega gradiva o metodologijah vzpostavljanja mreže rezidenc;
 – izdelava promocijskih materialov in promocija mreže;
 – mednarodna koordinacija in zagon mreže.

Globalna pandemija in radikalno zmanjšanje mobilnosti sta preprečila izvedbo načrtovanih aktivnosti, zato smo idejo mreženja rezidenc prestavili na kasnejši čas. V vmesnem obdobju smo se posvetili premislekom o rezidencah, mobilnosti in bilateralnih sodelovanjih v okviru obstoječih možnosti ter z vidika translokalne solidarnosti in kritike hipermobilnosti.

Establishing and Developing a Residency Network in Southeast Europe and the NORSE Conference

From April 7th to 10th, 2019, we organized and led the international NORSE conference (Network of Residencies in South-East Europe), which brought together 60 representatives of municipal authorities as well as artists, theorists, and producers, with the goal of establishing a residency network in the field of contemporary performing arts.
The conference functioned as a platform for mutual introductions, deepening existing connections and creating new ones, mapping current resources, and linking them into a meaningful program framework.

The result was a strong interest among all participants in continued collaboration and closer cooperation within a future network. The shared strategic plan includes network-based connections between existing structures and programs, as well as the integration of future infrastructures. Conference participants recognized the Ljubljana partners as initiators of this and future processes and as a point of international coordination, while the Nomad Dance Academy network offered its long-standing experience in networking and program exchange, along with numerous contacts.

In December 2019, in Skopje, the NDA network organized a smaller conference titled Rethinking the Idea of Art Residency, where a team of experts engaged in in-depth discussions on the conceptual frameworks of residencies, the needs of both artists and institutions, and envisioned new types of residencies from artistic, ecological, economic, and political perspectives. We expect that the results of this conference will naturally be integrated into the ongoing process of establishing the network.
For 2020, we planned a series of meetings – in large groups as well as bilateral ones – to deepen mutual understanding among all actors, support collaboration, jointly plan programs, and prepare joint applications. Priority was given to the European Capitals of Culture Rijeka 2021 and Novi Sad 2022.

Planned events included: a major international meeting of six partners in Ljubljana (April 2020); a visit of six partners to Rijeka (May 2020); bilateral visits between Ljubljana and other partners; the creation of written materials on methodologies for building a residency network; the development of promotional materials and external communication of the network; international coordination; and launching the network. The global pandemic and the radical reduction in mobility prevented all these plans, so we postponed the idea of inter-residency networking to another time. In the meantime, we focused on rethinking residencies, mobility, and bilateral collaborations within the limitations of the moment, also from the perspective of translocal solidarity and critiques of hypermobility.
